Tine Hansen-Turton, Executive Director of the Convenient Care Association and Mary Kate Scott, President, Scott and Company and author of "Health Care in the Express Lane: The Emergence of Retail Clinics", provide the overview and background regarding: the market conditions leading to formulation of Convenient Care; the significant developmental, operational, clinical and marketplace issues surrounding Convenient Care; and a current snapshot of the Convenient Care Industry.

Tine Hansen-Turton
Tine Hansen-Turton has over ten years of experience in executive management. For the past decade she has worked in the health care field and led a non-profit corporation supporting nurse-managed health care. Tine assists organizations in developing and setting up NP-run centers; provides technical assistance in the areas of fundraising and program development, policy development, health education, advocacy, program planning and health center management; conducted health policy research and outcome evaluation; establishing quality care indicators for nurse practitioner care; testifies at local, state and national executive and legislative branch levels; gives regular public health testimonies; and provides marketing and public relations. Tine's accomplishments include, but are not limited to, establishing an integrated service delivery system (IDS) of Nurse Practitioner providers; Ensuring that Advanced Practice Registered Nurses and Physician Assistants were defined as primary care providers in the Pennsylvania Patient's Bill of Rights Act - Act 68; Negotiating changes in managed care reimbursement policies for nurse practitioners and physician assistants; Ensuring that Nurse Practitioners received prescriptive privileges in many states; Developing and implementing various national recognized health promotion and primary prevention programs in the health centers; and Securing over $30 million dollars in direct support to nursemanaged centers' health and wellness programs and services. Tine received her B.A. from Slippery Rock University and her Masters in Government Administration from University of Pennsylvania Fels Institute. She is a 2007 Juris Doctor candidate at Temple University Beasley School of Law. Tine is the first director of the CCA and has extensive experience in growing an association from infancy to national and international magnitude.

Mary Kate Scott
Mary Kate Scott is the founder and CEO of Scott & Company. Ms. Scott, a former Associate Principal with McKinsey & Company, has successfully led many corporate revitalizations and turnarounds in health care and consumer companies, including publicly traded companies, startup ventures and non-profit entities. Mary Kate recently published Health Care in the Express Lane: The Emergence of Retail Clinics, a landmark report on the evolving retail clinic field. It describes the forces, technologies, individuals, and companies behind the retail clinics, the different business models, what consumer needs the clinics attempt to address, and how they relate to and compete with the wider health care system. Mary Kate teaches The Business of Health Care and Health Care Consulting at USC's Marshall School of Business to MBA, MD, and Pharmacy students. The classes focus on industry dynamics, business models and strategies for new venture creation in the pharmaceutical, biotechnology, medical device, and health care technology arenas. The class provides insight into the changing health care environment as consumers make more health care decisions and payments.

Christopher W. Kersey, M.D.
Dr. Kersey serves as Chief Business Development Officer and Chief Medical Officer of RediClinic. After receiving a B.A. degree from Stanford University, an M.D. degree from Emory University School of Medicine, and an M.B.A. from Harvard Business School, Dr. Kersey distinguished himself in the health care venture capital industry. Most recently, he served as Managing Director of Cogene Ventures, the largest health care and life science venture capital firm headquartered in the Southern tier of the United States. Dr. Kersey currently serves as the President of the Houston Venture Capital Association and is a member of the Board of Directors of the Memorial Hermann Hospital Foundation.

Steven W. Cooley, MD
Dr. Cooley is a healthcare executive with 25 years of experience in C-level healthcare management with an emphasis on multi-state, multi-site, entrepreneurial/start-up opportunities. After completing his residency training and obtaining board certification in Emergency Medicine, Dr. Cooley began his business career with Spectrum Healthcare, a subsidiary of ARAMark . While there he served as Executive VP / General Manager and began two de-novo start-ups, SYNERGON and Government Healthcare Services, which provided emergency and ambulatory care services to over 1,000,000 patients annually in 30 locations in 15 states. Dr. Cooley then served as Executive VP of Operations for EmCare, a company that provided emergency and ambulatory care services to over 3,000,000 patients annually in 140 locations in 30 states. Following a successful IPO and rapid growth and expansion, Dr. Cooley accepted a position as CEO of USCardioVascular, a cardiovascular start-up focused on outpatient diagnostic facility development. Dr. Cooley received his Medical Doctorate from Louisiana State University School of Medicine in New Orleans.

One of the primary goals of the Convenient Care Industry is to establish common standards of operation to ensure the highest quality of care throughout all Convenient Care Clinics. To achieve this goal, the Convenient Care Association (CCA) has assembled a Clinical Advisory Board. The purpose of this advisory board is to provide input and guidance in the development of industry-wide quality standards and clinical guidelines.

In addition to representatives from CCA Member organizations, advisory board meetings have been attended by representatives from some of the country's most respected provider associations and accrediting bodies. The advisory board has already provided invaluable input and recommendations that the CCA has used to create standards to guide the Convenient Care industry. Going forward, the Clinical Advisory Board will provide input that will help the CCA identify clinical guidelines and best practices that can be used to ensure the highest quality care throughout the Convenient Care industry. The Clinical Advisory Board is co-chaired by Sandra F. Ryan, CPNP, of Take Care Health Systems. Michael J. O'Neil of Medpoint Express (Memorial Hospital and Health System) chairs the CCA Board of Directors' Quality and Compliance Committee. In this panel, they will provide an overview of the work and goals of the CCA Clinical Advisory Board.

Sandra Festa Ryan, CPNP
Possessing the unique ability to connect with patients and form a lasting relationship, Sandy is a nationally certified pediatric nurse practitioner with a vast range of worldly, well-cultured practitioner experience. Sandy has over 22 years of nursing experience, from pediatrics to geriatrics. She has worked in multiple clinical settings, from charge nurse to director of ambulatory services to, most recently, practitioner in one of the largest, most productive South Jersey pediatric practices. A highly decorated veteran, Sandy proudly served 16 years in the United States Air Force as a nurse corps officer and as a stellar Air Force leader in diversified clinical settings. Sandy has been recognized as a proactive champion for children and a staunch supporter of preventative health care practices. An empathetic and comprehensive caregiver, Sandy helped move the U.S. military health system towards a more customer-driven environment.

Convenient Care Clinics (CCC) are small healthcare facilities located in convenient locations accessible to the public that provide affordable and accessible, non-emergency health care to consumers. Often open seven days a week, CCCs provide a promising new healthcare option that complements traditional medical services providers. This session will focus on some of the policy opportunities and challenges currently facing the emerging Convenient Care industry.

Sarah Ratner
Sarah Ratner is Senior Legal Counsel for CVS/Pharmacy - MinuteClinic. In this capacity, Ms. Ratner provides legal counsel and advice to MinuteClinic relating to contractual, corporate, and regulatory issues. Ms. Ratner also consults on, drafts, and negotiates agreements pertaining to ongoing and new business for MinuteClinic. In addition to these responsibilities, Ms. Ratner also provides general legal advice on various business operations and acts as a liaison with CVS/Pharmacy - MinuteClinic.

Ann Ritter
Ann has over seven years of experience in healthcare-related fields. Before joining the CCA, Ann performed legal, research and policy work with the National Nursing Centers Consortium, the Yale University School of Public Health, the Pennsylvania Health Law Project, and the Drug Policy Alliance of New Jersey.She has experience drafting model legislation, creating and disseminating policy education materials, conducting regulatory research, and educating legislative staff. Her research about the unique health care financing issues facing advanced practice nurses has also appeared in academic peer-reviewed journals. Ann received her B.A. with distinction from Yale University and her J.D. from Temple University Beasley School of Law, where she was selected to participate in the Public Interest Scholars merit scholarship program. While at Temple, Ann also received the Rita S. Levine Memorial Award for Public Service. The daughter of a nurse, Ann is familiar with the special challenges facing the expansion and success of the Convenient Care Industry. Her professional experience and personal background have made her a tireless advocate for the development of innovative, community-based solutions to health care access problems.

Juliet Alfonso-Santos
Juliet Alfonso-Santos is the president, chief executive officer and founder of Early Solutions Clinic, LLC. She also serves as president-elect of the Michigan Council of Nurse Practitioners (MiCNP), is a former executive board member and treasurer for the American College of Nurse Practitioners and is an affiliate member of the medical staff at Oakwood Hospital's Heritage campus in Taylor, Mich. Santos is actively involved in health policy on a state and national level, having addressed several subcommittees in support of health care reform efforts. She brings a vision for the future of health care and an entrepreneurial zest to her work with Early Solutions Clinic - one that she hopes will lead to patients to seek early intervention through convenient, affordable health care. Santos began her career as a registered nurse in 1986. After holding various positions at Oakwood Healthcare Systems, Holland Community Hospital, Andrews University Medical Center and Berrien General Hospital for 12 years, she returned to school for her master's degree in nursing. With her degree in hand, Santos co-founded MiCNP and the Nurse Practitioners Mentorship Group. MiCNP now consists of nine chapters across Michigan while the accomplishments of the NP Mentorship Group were recently featured in an edition of the Advance for Nurse Practitioners. She received her master's in nursing from Michigan State University in 1998, her bachelor's in nursing from Pacific Union College (California) in 1988 and her associate's in nursing from Pacific Union College in 1986.

The convenient care industry is eight years old. Since its inception, it has succeeded in creating accessible quality of care to patients for minor illnesses and acute care related visits. With a strong initiative toward pricing transparency, the industry goal is to have the patient emerge as the true victor. Only recently has it begun to take shape in earnest. Complete with its own association, convenient care has created a set of rigorous compliance policies and is paving the way for the future of consumer direct healthcare. With multiple stakeholders in this market, a complex web of convenient care clinic operators has transformed themselves into a distinct business model. These groups have been intently pursuing partnerships within the community healthcare systems and surrounding practices to provide referrals amongst their many patients who do not have a primary care provider, specialist, health insurance plan or permanent healthcare destination. While the convenient care clinic business model is not meant to be a medical home for patients, it has, in many cases, served as the liaison between the patient and a formal introduction to a more permanent healthcare solution. The opportunities for traditional healthcare entities and convenient care clinic operators to partner abound. The convenient care clinic industry is expanding rapidly. A fundamental component of this expansion evolves around continuity of care, established relationships with the overall population of healthcare professionals, and a general consensus that the patient comes first.

An emerging mechanism in the drive to meet consumer needs and reduce health care costs is the establishment of corporate on-campus health care clinics. Companies establishing these clinics hope to reduce outside doctor and emergency room visits by providing convenient access to health services such as first aid care, routine medical check-ups, simple treatment for common illnesses or conditions, preventive care such as flu shots, and monitoring visits for chronic conditions such as diabetes. Through discussion of business and economic factors, as well as legal issues affecting the development of these clinics, attendees of this session will obtain practical information for considering the convenient care option.

Patricia C. Shea, Esq.
JMs. Shea advises corporations and non-profit organizations on a wide array of business and regulatory issues. Her primary focus has been the representation of entities in the health care, insurance and consumer service industries. Ms. Shea counsels businesses regarding federal and state regulatory requirements. She regularly advises health plans about ongoing federal and state regulatory mandates such as claims payment, provider participation agreements, reserve requirements, and board of director membership requirements and obligations, and privacy requirements. Ms. Shea has defended health care providers and others in civil and criminal matters pending with the Pennsylvania Attorney General, Insurance Department, Department of Public Welfare, Department of Health, and various state licensing boards. Ms. Shea regularly counsels employers, health care providers, and health plans, including a major metropolitan transportation agency, about their requirements under the federal Health Insurance Portability and Accountability Act ("HIPAA") and the implementing regulations, as well as other state laws governing the use and disclosure of private health information. Ms. Shea advises businesses regarding the Pennsylvania Unfair Trade Practices and Consumer Protection Act and the restrictions the Act places on businesses' general marketing and consumer relations practices. Prior to joining K&L Gates, she was involved in the design of computer systems for processing health care claims. She also developed testing protocol for assessing usability and efficiency of processing systems.
